General Overview and Mandate
The BC Sheriff Service (BCSS) operating out of the Kelowna Law Courts is a provincial law enforcement agency responsible for ensuring the safety and integrity of the justice system. Sheriffs are peace officers who provide armed security for the judiciary, court staff, and the public within the courthouse. Beyond static security, their mandate includes the management of in-custody accused persons, jury administration, and the enforcement of civil court orders. The Kelowna office serves as a central hub for the Okanagan region, coordinating prisoner transport and high-security trial logistics.
Court Security and Jury Management
The most visible role of the Sheriff Service is maintaining order in the courtroom and the courthouse perimeter. They conduct security screening at the entrance, searching for prohibited items to ensure a safe environment for all court users. Additionally, the BCSS is responsible for the administration of the jury system. This includes summoning jurors, managing jury selection (voir dire) for criminal and civil trials, and sequestering juries when necessary. They ensure that jurors are protected from outside influence and that their needs are met during the trial process.
Prisoner Transport
Sheriffs are responsible for the safe transportation of prisoners between correctional centres, police cells, and the courts. This involves a complex logistics network using ground vehicles and aircraft (Air Services) to move in-custody individuals throughout the province. The Kelowna detachment plays a key role in moving prisoners from the Okanagan Correctional Centre and other facilities to attend court appearances in Kelowna and surrounding jurisdictions.
Civil Execution and Document Service
In civil matters, Sheriffs have the authority to execute court orders. This can include the seizure and sale of assets to satisfy judgment debts (Writs of Seizure and Sale) and the enforcement of Orders of Possession (evictions). While they do not provide legal advice, they act as the enforcement arm of the civil courts, carrying out the directions of the judge. They also serve legal documents that require personal service by a peace officer.
