The Kelowna Parking Services office, centrally located on St. Paul Street, serves as the primary administrative hub for all city-managed parking operations. This facility was established to consolidate services previously offered at City Hall and the Library Parkade, creating a single point of contact for residents and visitors. The office oversees the regulation of on-street parking, city-owned parkades, and surface lots, ensuring fair access and turnover in high-demand areas. It is the go-to location for resolving parking disputes, paying fines, and obtaining specialized permits.
Ticket Resolution and Payments
One of the core functions of this office is handling Bylaw Offence Notices (parking tickets). Residents can visit the counter to:
- Pay Fines: Acceptable payments for parking tickets include cash, cheque, debit, and credit cards. Discounts are often applied if tickets are paid within 14 days of issuance.
- Dispute Tickets: Staff can assist with the initial screening process for those wishing to dispute a ticket. If the issue cannot be resolved at this stage, it may proceed to an independent adjudication hearing.
- Inquiries: Clarification on bylaw infractions and parking rules within the municipality.
Permits and Passes
The office manages a variety of parking permit programs designed for specific resident needs:
- Residential & Visitor Permits: For residents living in time-restricted zones who need to park on-street for extended periods.
- ECO-Passes: Issuance of permits for owners of plug-in electric vehicles, allowing for complimentary parking in designated zones.
- Veteran Parking: Registration for Veteran licence plates to qualify for free parking at municipal meters and lots (up to conditions).
- Monthly Parking: Administration of monthly passes for city parkades, subject to availability.
Visit Information
The office operates Monday through Friday during standard business hours but is closed on weekends and statutory holidays. It is located on the ground floor, making it wheelchair accessible. Visitors should be prepared to present valid government identification and vehicle registration papers (ICBC insurance documents) when applying for any permits.
