Youth Justice and Custody

The Arrell Youth Centre (AYC) is a secure custody and detention facility located on Anchor Road in Hamilton. Operated by Banyan Community Services under the mandate of the Ministry of Children, Community and Social Services (MCCSS), this 16-bed facility serves male youth aged 12 to 18 who are in conflict with the law. The centre provides a highly structured environment focused on rehabilitation, accountability, and community safety. Residents here are typically serving sentences under the Youth Criminal Justice Act or awaiting court proceedings for serious offenses. The facility emphasizes positive behavioral change through cognitive-based programming, skill development, and reintegration planning.

Section 19 Program: On-site educational and treatment programs provided in partnership with the local school board to ensure youth continue their education.
Secure Custody: A closed, secure environment with strict monitoring and controlled access to ensure the safety of residents and the public.
Rehabilitation Services: Multidisciplinary support including clinical teams, social workers, and youth workers dedicated to reducing recidivism.

Visitation and Security

As a secure detention centre, the Arrell Youth Centre enforces strict security protocols. Visitation is a privilege and must be scheduled in advance according to the resident’s unit assignment. All visitors are subject to rigorous security screening and must present valid government-issued identification. Personal items such as cell phones, cameras, and bags are prohibited inside the secure zone. The facility maintains a zero-tolerance policy for contraband.
