Victim Services Newfoundland and Labrador operates a key regional office in downtown St. John’s at 215 Water Street (Atlantic Place). This division of the Department of Justice and Public Safety provides free, confidential assistance to individuals who have been victims of crime, regardless of whether the crime has been reported to the police or if charges have been laid. The professional staff here are dedicated to helping victims navigate the often complex and overwhelming criminal justice system with dignity and understanding.
Court Preparation and Support
A primary function of this office is to prepare victims for court proceedings. Coordinators explain the legal process, accompany victims to court, and provide updates on the status of their case. They assist in the preparation of Victim Impact Statements, allowing individuals to formally describe to the court how a crime has affected their lives physically, emotionally, and financially. This ensures that the victim’s voice is heard during sentencing.
Safety and Counseling
Beyond legal guidance, the office focuses on the immediate well-being of clients. Staff assist with safety planning for those at risk of further harm, particularly in cases of intimate partner violence. While they do not provide long-term therapy, they offer emotional support and facilitate referrals to specialized community counseling agencies and resources. The services are available to adults and children (with guardian consent), covering a wide range of offenses from assault and theft to homicide and criminal harassment.

The office is located on the 3rd floor of Atlantic Place, a central building in St. John’s with easy access to public transit and parking. Services are voluntary and client-centered. Individuals can self-refer or be referred by police and community organizations. The team works collaboratively with the Crown Attorneys to ensure victims are informed and supported throughout the entire judicial process.
