The Canada Revenue Agency (CRA) maintains its provincial presence primarily through the Newfoundland and Labrador Tax Services Office (TSO), located in the Sir Humphrey Gilbert Building on Duckworth Street. While historically a place for public inquiries, the CRA has shifted its service model significantly. Important: This location does not offer walk-in counter service for general tax inquiries or return filing. It primarily functions as a back-office operational hub.

Building and Future Plans
The Sir Humphrey Gilbert Building is a prominent federal heritage building in downtown St. John’s. However, the federal government has announced plans to transition operations to a new, purpose-built facility on Kelsey Drive, expected to open by 2029. Until then, operations remain at the Duckworth Street and Empire Avenue locations. Taxpayers are strongly advised to use the CRA’s online ‘My Account’ portal or telephone services for assistance, as in-person visits are generally restricted to specific appointments or drop-box usage (where available).
