The Center of Municipal Governance
St. John’s City Hall is the administrative headquarters for the City of St. John’s, located at 10 New Gower Street. Opened in 1970, this distinctive Brutalist-style building houses the City Council Chambers, the Mayor’s Office, and the administrative departments responsible for the day-to-day operations of the capital city. It serves as the primary democratic forum where the Mayor and ten councillors debate bylaws, set the municipal budget, and make decisions regarding urban planning and development.
Access St. John’s
The first floor of the building is home to Access St. John’s, a one-stop customer service centre designed to streamline public interaction with the municipal government. This service counter allows residents to:
- Pay Municipal Taxes: Residents can pay property taxes and water taxes in person using cash, debit, or cheque.
- Permits and Licenses: Applications for building permits, parking permits, and business licenses are processed here.
- Waste Management: Citizens can pick up recycling bags, waste collection calendars, and get information on garbage regulations.
- General Inquiries: Staff are equipped to answer questions regarding snow clearing schedules, road maintenance, and recreation programs.
Council Meetings and Civic Engagement
City Council meetings are held weekly in the Council Chambers on the fourth floor and are generally open to the public, fostering transparency in local governance. The building also hosts public hearings regarding zoning changes and development applications. For those unable to attend in person, the city broadcasts proceedings directly from the hall.
Accessibility and Facilities
City Hall is fully accessible, featuring a street-level entrance with automatic doors and elevators reaching all public floors. The facility also manages the application process for the GoBus accessible transit service, ensuring that transportation is available to all residents regardless of mobility levels.
