Overview
Municipal Land Development Agency
Saskatoon Land is the land development branch of the City of Saskatoon, operating as a self-financed business line within the municipal government structure. Established formally as the Land Bank in 1954, its primary mandate is to ensure a steady supply of serviced land for residential, commercial, and industrial growth. This unique municipal model allows the city to reinvest profits from land sales back into civic infrastructure and community amenities, funding parks, recreation centres, and affordable housing initiatives. By managing the development process from raw acreage to serviced lots, Saskatoon Land plays a pivotal role in shaping the urban form and ensuring the orderly expansion of the city.
Residential and Commercial Sales
The agency is the primary supplier of building lots in the city’s newest neighbourhoods. It offers a variety of land options to both individuals and home builders:
- Residential Lots: Sales of single-family and multi-family lots in developing areas such as Brighton, Aspen Ridge, and Kensington. These are often sold through public lot draws or over-the-counter processes.
- Commercial Real Estate: Development of mixed-use and commercial sites intended to service local neighbourhoods and regional business needs.
- Industrial Land: Provision of serviced heavy and light industrial parcels in areas like the Marquis Industrial sector to support economic development and job creation.
- Builder Programs: Administration of the Eligible Contractor Program, which streamlines land acquisition for qualified home builders.
Investment and Sustainability
Saskatoon Land operates on a level playing field with private developers but carries the distinct objective of balancing profitability with public good. Its operations are guided by the Official Community Plan, ensuring that new developments meet rigorous sustainability and design standards. The revenue generated is a critical non-tax funding source for the city. The office also manages the leasing of city-owned agricultural lands and facilitates real estate services for other civic departments, including rights-of-way acquisitions and property management.
Visiting the Office
The Saskatoon Land office is located on the main floor of the separate building at 200 4th Avenue North (the 200 Building), distinct from the main City Hall across the street. Visitors can access the office to view active lot inventory maps, discuss purchase agreements with sales coordinators, or make payments for land deposits. The environment is professional and business-oriented. While many listings and lot maps are available online, in-person consultations are valuable for understanding architectural controls and specific zoning requirements for available parcels.
