RCMP Regina Rural Detachment (‘F’ Division)
The Regina Rural Detachment of the Royal Canadian Mounted Police (RCMP) operates as the primary law enforcement agency for the rural municipalities and communities surrounding the capital city. While located within the city limits at the historic ‘F’ Division Headquarters on Dewdney Avenue, its jurisdiction is strictly the areas outside the municipal boundary of Regina. Regina is historically significant as the ‘Home of the RCMP,’ serving as the headquarters for the North-West Mounted Police since 1885. This detachment continues that legacy, providing modern contract policing services to the Province of Saskatchewan under the Provincial Police Service Agreement (PPSA).
Jurisdiction and Boundaries
It is crucial for the public to understand the jurisdictional divide. The Regina Police Service (RPS) is a municipal force responsible for the City of Regina. The RCMP Rural Detachment patrols the RM of Sherwood, the RM of Edenwold, and other surrounding rural areas. They handle all criminal code investigations, traffic enforcement on provincial highways surrounding the city (such as Highway 1, 6, and 11), and response to rural emergency calls. If a crime occurs within the city, you must call RPS. If it occurs on a farm or acreage five minutes outside the city, the RCMP responds.
Criminal Record and Vulnerable Sector Checks
One of the most frequent services provided at the front counter is the processing of Criminal Record Checks (CRC) and Vulnerable Sector Checks (VSC). This process is governed by the Criminal Records Act.
- Eligibility: You must be a resident of the detachment’s jurisdiction (rural area) to apply here. Residents of Regina must go to RPS.
- Process: Applicants must provide two pieces of valid government ID (one with a photo). For VSCs (required for working with children or vulnerable adults), a specialized query is run through the CPIC (Canadian Police Information Centre) database.
- Fingerprinting: If a date of birth matches a pardoned sex offender record in the database, the applicant will be required to submit digital fingerprints to Ottawa for elimination purposes. This is a mandatory federal requirement, not an accusation of guilt.
- Wait Times: Basic checks can often be done while you wait, but fingerprint submissions can take weeks to process by the CCRTIS in Ottawa.
Traffic Services and Enforcement
The detachment houses a dedicated Traffic Services unit. These officers focus on high-velocity highway safety. Their duties involve complex collision reconstruction for fatal accidents, commercial vehicle enforcement (checking semi-truck logs and weights), and impaired driving enforcement using roadside breathalyzers. They work closely with SGI (Saskatchewan Government Insurance) on road safety initiatives.
Accessing the Facility
The detachment is located on the grounds of the RCMP Training Academy. As this is a secure federal facility and an active training base for cadets, security is tight. Visitors must pass through a security gate. Weapons of any kind are strictly prohibited. The administration building is wheelchair accessible. For non-emergency complaints (e.g., historical theft, vandalism), residents are encouraged to call the administrative line rather than 911 to keep emergency lines open for life-threatening situations.
