Provincial Secure Custody and Remand
The Regina Provincial Correctional Centre (RPCC) is a cornerstone of Saskatchewan’s justice infrastructure, located on 9th Avenue North in the city’s industrial sector. Officially opened in 2008 to replace aging infrastructure dating back to 1913, this modern facility is designed to hold adult male offenders. It operates under the authority of the provincial Correctional Services Act, 2012, distinct from federal penitentiaries. The centre serves a dual purpose: it acts as a Remand Centre for individuals awaiting trial or sentencing who are presumed innocent, and as a Correctional Facility for offenders serving provincial sentences of less than two years.
Facility Design and Security Levels
The building incorporates a "Direct Supervision" model, which places staff directly within living units to interact with inmates, fostering a safer environment compared to traditional linear surveillance. The facility is divided into specialized units:
- Remand Unit: A high-security area for those denied bail, featuring 144+ cells designed to keep unconvicted individuals separate from the sentenced population where possible.
- Sentenced Units: Housing for offenders serving short terms, with security levels ranging from Maximum to Medium.
- Isolation/Segregation: Areas designated for disciplinary issues or for inmates requiring protective custody due to gang affiliations or safety concerns.
Admissions and Visitation Procedures
The admission process is rigorous. Upon arrival, all inmates undergo a strip search, property inventory (stored securely), and a comprehensive health assessment by the on-site nursing staff. For the public, Visitation is strictly controlled to prevent the introduction of contraband.
- Booking: Visits must be scheduled via phone 24 hours in advance. Visitors must be on the inmate’s approved visitor list.
- Security Screening: Visitors face metal detectors and potential drug dog searches. Personal belongings (purses, keys, phones) must be stored in lockers.
- Dress Code: A strict dress code is enforced. Prohibited items include blue denim (resembles inmate uniforms), hooded sweaters, camouflage, and revealing clothing. Non-compliance results in immediate denial of entry.
Rehabilitation and Health Services
Despite being a secure facility, RPCC emphasizes rehabilitation. The Program Unit delivers addiction treatment, anger management courses, and educational upgrading. Recognizing the demographics of the population, the centre features a Cultural Lodge and employs Indigenous Cultural Liaisons to provide spiritual counseling and traditional ceremonies. Health services are available 24/7, including methadone maintenance for those with opioid dependencies.
