About the Campus Cyrille-Duquet (MCN)
The government facility located at 1500 Rue Cyrille-Duquet, widely known for housing the former Centre de services partagés du Québec (CSPQ), now serves as a central hub for the Ministère de la Cybersécurité et du Numérique (MCN). Following the dissolution of the CSPQ in 2020, its responsibilities were integrated into this new ministry and the Secrétariat du Conseil du trésor. This location remains the nerve center for the government’s IT infrastructure, cybersecurity defense, and shared administrative support services.
Functions and Responsibilities
The Campus Cyrille-Duquet supports the technological backbone of the Quebec public administration:
- Digital Transformation: The ministry leads the digitization of government services, ensuring they are accessible, efficient, and user-friendly for all citizens (e.g., Service d’authentification gouvernementale).
- Cybersecurity: It houses the operational teams responsible for monitoring government networks, preventing cyber threats, and managing information security incidents across the province.
- Shared Services: The facility manages centralized procurement (CAG), telecommunications, and payroll systems for various public bodies, continuing the legacy of the CSPQ to optimize public spending.
Organizational Evolution
The CSPQ was originally founded in 2005 to pool administrative resources. Recognizing the increasing critical importance of digital security and data management, the government established the Ministère de la Cybersécurité et du Numérique on January 1, 2022. This transition marked a shift from simple service provision to strategic digital governance. The Cyrille-Duquet building has been adapted to meet these modern high-security requirements, housing servers and specialized personnel.
Security and Access
As a critical infrastructure site, public access is extremely limited and strictly controlled:
- Restricted Entry: The building is not a standard service counter for citizens. It is primarily an office for government employees and contractors.
- Vetting: All visitors and vendors must undergo rigorous security screening and identity verification before entering operational zones.
