The Crown Prosecutor’s Office
The Directeur des poursuites criminelles et pénales (DPCP) office in Quebec City is headquarters to the province’s independent prosecuting authority. Located within the Palais de justice de Québec (Courthouse) on Boulevard Jean-Lesage, this office represents the state in criminal and penal matters. Unlike defense attorneys who represent the accused, the DPCP’s prosecutors (often referred to as Crown attorneys) are responsible for authorizing charges and conducting prosecutions on behalf of society. Their mandate is to ensure that justice is administered impartially, free from political or police interference, contributing to the feeling of safety and security in the community.
Prosecution and Legal Procedures
The core function of this office is to analyze police investigation files to determine if there is sufficient evidence to lay charges. A critical component of the DPCP’s mission is the support of victims and witnesses. The office works closely with specialized coordinators to ensure that victims of crimes, particularly those involving domestic or sexual violence, are treated with dignity and kept informed about the progress of their case. They provide secure waiting areas within the courthouse and prepare witnesses for their testimony in court. The DPCP also plays a role in the ‘non-judicial’ handling of certain cases, offering alternative measures for adults and extrajudicial sanctions for adolescents when appropriate, focusing on rehabilitation rather than purely punitive outcomes.
