Municipal Administration Hub
The Bureau d’arrondissement de La Cité-Limoilou is the local administrative headquarters for one of Quebec City’s most densely populated and historic boroughs. Recently relocated to the Centre Gabrielle-Trotte at 500 Rue du Pont (4th floor), this office serves as the primary interface between the municipal government and the citizens of the Saint-Roch, Limoilou, Saint-Sauveur, and Montcalm neighbourhoods. The move from its former location on Rue Saint-Joseph aimed to modernize service delivery and provide better accessibility in the heart of the revitalized Saint-Roch district.
Citizen Services and Permits
At this counter, residents and business owners can access a wide range of municipal services. The bureau is the designated location for obtaining renovation and construction permits, which are essential for maintaining the architectural heritage of the area. Staff are available to guide applicants through zoning by-laws and the site planning and architectural integration programs (PIIA). Additionally, citizens can visit to pay municipal tax bills, obtain parking vignettes for residential zones, and register for leisure activities. The office also provides the services of a Commissioner for Oaths for official documents required by the city.
Democratic Life
Beyond administrative tasks, the bureau plays a central role in local democracy. The new facility includes a modern council chamber (Salle 402) where the Borough Council (Conseil d’arrondissement) holds its public meetings. These sessions allow citizens to voice their concerns, ask questions to their elected councillors, and stay informed about local development projects. The proximity of the office to major transit routes and the community sector reinforces the city’s commitment to ‘proximity management’, ensuring that decision-making remains close to the people it affects.
