The Palais de justice de Québec, inaugurated in 1983, stands as a prominent symbol of the provincial justice system in the Lower Town of Quebec City. Designed by architect Dimitri Dimakopoulos, the building is notable for its modern architecture, featuring a green reflective glass curtain wall and a grand four-story atrium. It replaced the historic courthouse in the Upper Town (now the Édifice Gérard-D.-Levesque), marking a significant shift in the city’s legal landscape. The facility was constructed to centralize the expanding judicial needs of the district, bringing together various levels of court under one roof. Recently renamed the Édifice Marc-André Bédard in 2022, it continues to serve as the primary hub for legal proceedings in the region, reflecting both the authority and the accessibility of the law.
Courts and Jurisdictions
This courthouse is a multi-jurisdictional center housing the operations of several key courts:
- Court of Appeal of Quebec: The highest court in the province sits here to hear appeals from lower courts, ensuring legal correctness and uniformity.
- Superior Court of Quebec: Handles serious criminal cases (jury trials), civil cases involving large sums, and family law matters such as divorce and child custody.
- Court of Quebec: This court has a broad mandate, including the Civil Division (cases up to $85,000), the Criminal and Penal Division, and the Youth Division (protection and delinquency).
- Small Claims Division: A specialized division of the Court of Quebec where individuals represent themselves in disputes involving smaller amounts.
Services for Citizens
Beyond the courtrooms, the Palais de justice offers numerous administrative services to the public. The Greffe (Court Office) allows for the filing of legal documents, payment of judicial fees, and processing of small claims applications. Citizens can also access the Bureau des infractions et amendes to pay fines related to provincial offenses. Specialized services include the Register of Wills and Mandates, marriage and civil union solemnization services, and a dedicated counter for the Voluntary Deposit program, which helps debtors manage their payments. Support is also available for victims of crime and for those seeking legal aid or mediation services.
