The Syl Apps Youth Centre (SAYC) is a specialized, maximum-security facility located in Oakville, Ontario. While the facility is operated by Kinark Child and Family Services, a non-profit agency, it functions under the strict regulatory oversight of the Ministry of Children, Community and Social Services and the Ministry of Health. It is named after the legendary Toronto Maple Leafs player and former MPP Syl Apps, reflecting a legacy of community service.
Youth Justice and Forensic Programs
SAYC plays a critical role in the provincial youth justice strategy. It provides secure custody and detention for youth aged 12 to 17 who are involved with the law and have been identified as having significant mental health needs. The facility is equipped to handle complex cases, including those where a youth has been found Unfit to Stand Trial or Not Criminally Responsible on Account of Mental Disorder. ⚖️ The ‘Forensic Service’ stream offers specialized assessments and treatment plans designed to reduce recidivism and address the underlying psychological factors contributing to offending behaviour. The clinical team-comprising psychiatrists, psychologists, social workers, and child and youth workers-delivers evidence-based therapies such as Dialectical Behavior Therapy (DBT) and cognitive-behavioral interventions. The facility’s design includes living units (pods) that allow for small-group interactions, gymnasium facilities, and secure outdoor courtyards for physical activity.
Security and Access Protocols
As a secure facility, public access to the Syl Apps Youth Centre is strictly controlled. It is not open to the general public. Visitors, including legal counsel and family members, must be pre-approved and are subject to rigorous security screening upon entry, including metal detection and identification verification. 🔒 Personal items such as cell phones, cameras, and bags are prohibited within the secure perimeter. The facility operates 24 hours a day, 365 days a year, with a dedicated team of Youth Service Officers maintaining order and security.
