The Victoria Service Canada Centre is the primary federal government service point for the Greater Victoria region. Conveniently located on the 4th Floor of the Bay Centre shopping mall at 1150 Douglas Street, this office provides a ”one-stop” access point for a wide range of government programs. As a designated Passport Office, it offers on-site processing for Canadian passports, including urgent and express pickup services (subject to eligibility). The centre is designed to serve all Canadians, including seniors, workers, and newcomers, providing assistance with federal benefits and identification in a central, accessible location.

Passport Services: This is a full-service passport office. Citizens can submit applications for new passports or renewals. Unlike smaller receiving agents, this office has the capacity to print passports on-site for urgent travel needs (proof of travel required).
Benefits and ID: Staff assist with applications for Employment Insurance (EI), Canada Pension Plan (CPP), and Old Age Security (OAS). They also issue Social Insurance Numbers (SIN) on the spot, which is essential for working in Canada.

Location and Access
Finding the office can be tricky for first-time visitors as it is inside a large mall.
Directions: Enter the Bay Centre and take the elevators to the 4th floor. The office is located in Suite 450. It is fully wheelchair accessible.
Transit: Being in the heart of downtown, the centre is served by virtually every bus route in the Victoria Regional Transit System. Stops on Douglas Street are immediately outside the mall entrances.
Parking: The Bay Centre has its own underground parkade (paid), and there are numerous city parkades nearby (e.g., View Street, Broughton Street). Street parking is also available but strictly monitored.
Visiting Guidelines
Due to the high volume of passport applicants, lineups can be long.
Appointments: While walk-ins are accepted, booking an appointment online via eServiceCanada is highly recommended to avoid long wait times.
Security: Visitors should expect security screening similar to airport protocols. Bags may be searched, and weapons or sharp objects are strictly prohibited.
