Overview
ICBC Driver Licensing – Victoria Wharf St
General Overview
Located on Wharf Street in the heart of downtown Victoria, this ICBC Driver Licensing office serves the residents of the Capital Regional District. It is the primary location for in-person driver licensing services in the city centre. The office handles the issuance and renewal of British Columbia driver’s licences, as well as the administration of knowledge tests for learners and the scheduling of road tests for all licence classes. In addition to driver licensing, this location provides BC Services Cards (for access to health services) and BC Identification (BCID) cards for non-drivers.
Key Services
This facility offers a comprehensive range of services, including:
- Licensing: Renewals, replacements for lost or stolen licences, and address changes.
- Testing: Computer-based knowledge tests for learner’s licences (Class 7L) and motorcycle licences (Class 6/8), as well as road tests for passenger vehicles (Class 5/7) and commercial licences (Class 1-4).
- Identification: Issuance of the BC Services Card (photo ID for MSP) and the BCID card.
- Financial: Collection of fines for traffic violations and other provincial debts required to clear a licence hold.
Important Visit Information
The office opens at 8:30 a.m. on most weekdays, but opens later at 9:00 a.m. on Wednesdays. It is closed on weekends and statutory holidays. While walk-ins are accepted for some services, booking an appointment online is highly recommended for licence renewals and is mandatory for all road tests. Visitors should bring two pieces of accepted identification and be prepared for potential wait times if attending without an appointment.
