Vancouver Island Regional Correctional Centre Overview
The Vancouver Island Regional Correctional Centre (VIRCC), known locally as ”Wilkinson Road” or ”Wilki,” is a maximum-security provincial correctional facility located in Saanich, serving the Greater Victoria area. Administered by BC Corrections, the centre primarily houses male individuals who are remanded in custody awaiting trial or serving sentences of less than two years. The facility has a rich history, originally opening in 1914 as the Saanich Prison Farm and later operating as the Colquitz Mental Home before returning to its correctional mandate. Today, it focuses on the safe and secure custody of inmates while providing opportunities for behavioural change and rehabilitation.
Custody and Programs
VIRCC operates with a mandate to reduce reoffending through various evidence-based programs. The centre provides a structured environment where inmates can access:
- Educational Services: Programs designed to improve literacy and employment readiness.
- Work Programs: Opportunities for inmates to gain practical skills within the facility.
- Health Services: On-site medical and mental health support managed by Provincial Health Services Authority (PHSA).
Visitation Policy
Visitation at VIRCC is strictly regulated to ensure the safety of staff, inmates, and the public. All visits must be booked in advance by calling the visitation line between Monday and Friday. Drop-in visits are not permitted. The centre enforces a rigorous screening process:
- Identification: Visitors must present valid, government-issued photo identification.
- Security Screening: All visitors and their belongings are subject to search. Metal detectors and drug detection dogs may be utilized.
- Dress Code: A strict dress code is enforced. Prohibited items include revealing clothing, camouflage, gang-affiliated colours, hooded sweatshirts, and hats.
Important Information for Visitors
Personal items such as cell phones, cameras, and bags are strictly prohibited inside the secure visitation area and should be left in a vehicle or a provided locker. The facility facilitates both in-person and video visitation options to maintain family connections. It is crucial to arrive at least 15 minutes early for scheduled visits to allow time for processing. Any violation of facility rules can result in the immediate termination of the visit and potential suspension of future visitation privileges.
