Community Policing and Services Overview
The Community Policing and Services Office (CPSO) is a specialized municipal satellite office located in downtown Nanaimo at 18 Victoria Crescent. While historically established as a hub for police volunteers and bike patrols, the facility has evolved to focus primarily on Bylaw Services and Parking operations within the downtown core. It serves as a vital touchpoint between the City of Nanaimo’s enforcement division and the local community, including businesses, residents, and visitors. The office is designed to increase the visibility of municipal enforcement and provide a convenient location for the public to access services related to downtown safety, parking permits, and bylaw inquiries without needing to travel to the main City Hall or the RCMP detachment.
Bylaw and Parking Services
The primary function of the CPSO is to house staff dedicated to the regulation of the downtown area.
Parking Management: This office is the operational base for the city’s Parking Bylaw Officers. Residents and merchants can visit (subject to operating hours) to inquire about parking tickets, purchase downtown parking permits, or get information on time-restricted zones. The staff here play a key role in managing the high-demand parking inventory of the city centre.
Bylaw Enforcement: Officers operating from this location address a variety of community standards issues, such as noise complaints, nuisance behaviour, and sidewalk obstruction. Their presence on Victoria Crescent helps deter disorder and provides a rapid response capability for non-criminal incidents in the immediate vicinity.
Community Safety and Safe Harbour
The office has been designated as a Safe Harbour location, part of a program to provide temporary refuge and assistance to individuals facing discrimination or feeling unsafe. While it is not a police station, it represents a safe civic space in the downtown fabric.
Public Information: The CPSO provides literature and resources regarding social programs, crime prevention tips, and community safety initiatives. While the main RCMP Community Policing Volunteer program operates out of the Prideaux Street detachment, the CPSO remains a symbol of the city’s commitment to a safe and orderly downtown environment.

Situated on the ground level of Victoria Crescent, the office is easily accessible to pedestrians. It is located in a heritage commercial strip known for its distinct architecture and vibrant street life.
Operating Status: Access to the interior of the office may be controlled, with services sometimes offered by appointment or via a pass-through window/intercom system, particularly for parking administration.
