Overview
Regional Health Authority Headquarters
Administrative Command Center
The building at 858 Terrasse Turcotte serves as the corporate headquarters for the Centre intégré universitaire de santé et de services sociaux de la Mauricie-et-du-Centre-du-Québec (CIUSSS MCQ). Important: This facility is an administrative office, not a hospital or clinic. It does not offer emergency care or walk-in medical services. Instead, it houses the executive management teams responsible for overseeing the vast network of hospitals, CLSCs, long-term care centers (CHSLDs), and rehabilitation centers across the region. From this location, the Board of Directors and senior leadership coordinate strategic planning, budget allocation, and policy implementation to ensure the delivery of health and social services to over 500,000 residents.
Service Quality and Complaints Commissioner
A critical public-facing function located at the headquarters is the Office of the Service Quality and Complaints Commissioner (Commissaire aux plaintes et à la qualité des services). Citizens who are dissatisfied with the care or services received at any CIUSSS MCQ facility can contact this office to:
- File a Complaint: Formally register a grievance regarding medical errors, poor conduct, or lack of access to services.
- Seek Assistance: Receive guidance on the complaints process and their rights as users of the health system.
- Ombudsman Role: The Commissioner acts as an independent body within the organization to mediate disputes and recommend improvements to service delivery.
Access to Information and Records
The headquarters manages the centralized archives and administrative records for the organization. While medical records are typically held at the specific hospital where care was delivered, the administrative archives (such as requests for corporate documents under the Access to Information Act) are processed through the governance structures based here. It acts as the legal domicile for the health authority.
Human Resources and Recruitment
As one of the largest employers in the region, the CIUSSS MCQ coordinates major recruitment drives and human resources management from this site. Potential employees may visit for administrative interviews or to submit documentation related to their hiring process, though most applications are handled digitally.
