Overview
Établissement de détention de Trois-Rivières
The Établissement de détention de Trois-Rivières, situated at 7600 Boulevard Parent, is a provincial correctional facility managed by the Ministère de la Sécurité publique du Québec. Opened in 1989 to replace the historic ‘Old Prison’ on Rue Saint-François-Xavier, this modern institution is designed to house adult male offenders. It serves the judicial district of Trois-Rivières and surrounding areas, playing a vital role in the public safety infrastructure of the Mauricie region.
Inmate Population and Custody
The facility has a capacity of approximately 314 beds and manages two distinct categories of inmates:
- Remand Clients: Individuals who have been charged with a crime and are awaiting bail hearings, trial, or sentencing. These individuals are held in temporary detention (prévention) to ensure their appearance in court.
- Sentenced Offenders: Individuals serving custodial sentences of less than two years minus one day. Offenders with longer sentences are transferred to federal penitentiaries. The facility focuses on the safe and secure confinement of these individuals while providing basic rehabilitation programs.
Visitation and Security
Maintaining security is paramount. The institution employs rigorous control measures, including surveillance systems, perimeter patrols, and strict contraband interdiction protocols. Visitation is a privilege subject to strict rules. Visitors must be on an approved list and must schedule appointments in advance. Upon arrival, all visitors undergo security screening, including metal detection and identification verification. Personal items are generally prohibited in the visitation area to prevent the introduction of illicit substances.
Rehabilitation and Services
While security is the primary focus, the establishment also offers programs aimed at social reintegration. These may include educational services, substance abuse workshops, and work programs that allow inmates to gain skills and contribute to the maintenance of the facility. The goal is to prepare offenders for a law-abiding return to society upon their release.
