Federal Government Headquarters and Administrative Hub
Place du Portage Phase III is the largest component of the massive federal office complex located in the Hull sector of Gatineau, directly across the Ottawa River from Parliament Hill. As the headquarters for Public Services and Procurement Canada (PSPC) and a major site for Shared Services Canada (SSC), it serves as the operational backbone for the Government of Canada’s real property and procurement functions. The complex is a striking example of Brutalist architecture, characterized by its stepped towers and heavy concrete design, symbolizing the federal presence in the National Capital Region’s Quebec side.
Strategic Functions and Operations
This facility functions primarily as an administrative command centre rather than a direct public service counter (like a passport office), although it supports those services nationally. Key operations housed here include:
- Real Property Management: Overseeing federal buildings and infrastructure across Canada.
- Federal Procurement: Managing billions of dollars in government contracts and acquisitions.
- Receiver General for Canada: The central treasury function, managing payments and revenue for the government.
- Information Technology: Supporting the digital infrastructure of the federal public service through SSC.
Modernization and Renewal
Built between 1973 and 1978, Phase III is currently undergoing a significant Asset and Workplace Renewal (AWR) project. This billion-dollar modernization aims to transform the fortress-like structure into a carbon-neutral, accessible, and collaborative workplace. The renewal includes updating the building envelope, improving energy efficiency, and creating a more open, welcoming environment that better integrates with the downtown Gatineau urban fabric.
Connectivity and Access
The complex acts as a major transit hub for the region. It is connected to the Place d’Accueil, a central station for STO buses, and is linked to the Ottawa side via the Portage Bridge. It is also part of an indoor pedestrian network connecting to City Hall and other phases of Place du Portage, allowing employees to move between buildings protected from the elements.
