Peterborough Probation and Parole Services
The Peterborough Probation and Parole Office is a key facility within the Ministry of the Solicitor General‘s community corrections network. Located at 223 Aylmer Street North (Suite 2), this office is responsible for the supervision of adult offenders in the City and County of Peterborough who are serving sentences in the community. Unlike a correctional centre (jail), this is an administrative environment where clients report to their assigned Probation and Parole Officer (PPO) to ensure compliance with court-mandated conditions.
Supervision and Mandate
The core function of this office is to manage the risk and needs of offenders to enhance public safety. Officers here supervise individuals subject to:
- Probation Orders: Sentences where the offender remains in the community under specific conditions (e.g., keeping the peace, attending counselling) for up to three years.
- Conditional Sentences: Often referred to as ”house arrest,” these are terms of imprisonment served in the community with strict restrictions on liberty.
- Provincial Parole: Supervision of offenders released early from provincial correctional institutions (serving less than two years).
Court Services and Reporting
Probation officers play a significant role in the sentencing process by preparing Pre-Sentence Reports (PSRs). Judges order these comprehensive investigations to understand an offender’s personal history, employment, and potential for rehabilitation before determining a sentence. The office also handles Pre-Parole Reports for the Ontario Parole Board. If an offender fails to comply with their conditions (a ”breach”), officers have the authority and duty to initiate enforcement actions, which can lead to further criminal charges or a return to custody.
Rehabilitation Programs
To reduce recidivism, the Peterborough office facilitates access to various rehabilitative programs. These may be delivered on-site or through community partners and include:
- Partner Assault Response (PAR): A specialized program for domestic violence offenders.
- Anger Management and Substance Abuse: Counseling and educational sessions to address the root causes of criminal behavior.
- Indigenous Services: Culturally appropriate support and supervision for Indigenous clients, often in collaboration with Indigenous justice workers.
Facility and Access
The office is situated in a multi-tenant commercial building near the downtown core, making it accessible via public transit. It features a secure reception area where clients must check in upon arrival. Due to privacy and security protocols, the use of mobile phones and cameras is strictly prohibited within the waiting and interview areas. The staff work closely with the Peterborough Police Service and local social service agencies to ensure a coordinated response to community safety.
