Overview
Federal Procurement and Government Support Services
Public Services and Procurement Canada (PSPC) maintains a significant regional presence in the Dominion Public Building at 457 Richmond Street. As the government’s central purchasing agent, real property manager, and treasurer, PSPC plays a pivotal role in the daily operations of the federal public service. While this office is primarily administrative, supporting federal departments in the Southwestern Ontario region, it serves as a point of contact for businesses looking to supply goods and services to the government. The department is dedicated to ensuring that federal procurement is conducted in an open, fair, and transparent manner, fostering competition and innovation within the Canadian marketplace.
The Dominion Public Building
Housed in one of London’s most iconic Art Deco structures, the PSPC office shares its location with other key federal agencies, most notably Service Canada. While Service Canada on the main floor handles direct citizen services like passports and EI, the PSPC offices (often referred to under the legacy name Public Works) focus on the infrastructure and logistics of government. This includes managing the federal real estate portfolio in the region, administering the Industrial Security Program for contractors, and overseeing the integrity of government financial transactions. For vendors and suppliers, this location represents the regional hub for the BuyAndSell.gc.ca initiative, providing information on how to navigate federal tendering processes.
- Procurement Services: Managing contracts and bids for government purchases, from office supplies to complex services.
- Supplier Engagement: assisting local businesses in understanding how to become a registered supplier for the Government of Canada.
- Real Property Management: Operating and maintaining federal buildings and office space in the London area.
- Pay Administration: Supporting the administration of pay and pensions for federal employees (Phoenix Pay System support).
- Security Screening: Processing security clearances for contractors requiring access to sensitive government sites or information.
Doing Business with the Government
It is important to note that unlike the Service Canada centre downstairs, the PSPC offices do not typically offer walk-in services for the general public regarding personal benefits. Access to the PSPC workspace is restricted to authorized personnel and those with scheduled appointments. Small and medium-sized enterprises (SMEs) interested in federal contracting are encouraged to utilize the department’s digital resources or contact the Office of Small and Medium Enterprises (OSME) for seminars and guidance. The Dominion Public Building itself is a heritage landmark, centrally located at the corner of Richmond Street and Queens Avenue, featuring paid parking nearby and excellent access to London Transit Commission (LTC) bus routes.
