Overview
Correctional Service of Canada – New Westminster Parole Office
The New Westminster Parole Office is a critical component of the Correctional Service of Canada’s (CSC) community corrections network. Located on Columbia Street, this federal facility is responsible for the supervision and reintegration of offenders who have been conditionally released into the community. As part of the Canadian criminal justice system, the office operates with a dual mandate: to ensure public safety by monitoring offender compliance with release conditions, and to support the rehabilitation of individuals as they transition from incarceration back into society. The office serves the New Westminster area and works in close coordination with the Parole Board of Canada, local police forces, and community partners.
Community Supervision and Reintegration
The primary function of this office is the case management of federal offenders (those serving sentences of two years or more) who are on various forms of conditional release:
- Parole Supervision: Parole officers actively supervise offenders on Day Parole and Full Parole, ensuring they adhere to strict conditions such as curfews, employment requirements, and abstinence from substances.
- Statutory Release: The office manages offenders released by law after serving two-thirds of their sentence, focusing on risk management during the final portion of their sentence.
- Long-Term Supervision Orders: For offenders designated by the courts, supervision can extend up to 10 years after the warrant expiry date to manage long-term risk.
Programs and Support Services
Beyond surveillance, the New Westminster Parole Office facilitates access to correctional programs designed to address the root causes of criminal behaviour. These evidence-based interventions target risk factors such as substance abuse, violence, and cognitive skills deficits. Parole officers also assist offenders in securing housing, employment, and identification, which are vital steps in becoming law-abiding citizens. The office fosters partnerships with community-based residential facilities (halfway houses) and mental health services to provide a structured support network for high-needs individuals.
Public Safety and Victim Services
Public safety is the paramount consideration in all CSC operations. Parole officers conduct regular risk assessments and community visits to monitor offender behaviour. If an offender violates their conditions or presents an elevated risk, the office has the authority to suspend their release and return them to custody. Additionally, the office acts as a point of contact for registered victims, ensuring they are kept informed about relevant changes in the offender’s status in accordance with the Canadian Victims Bill of Rights.
