The Mairie d'arrondissement du Sud-Ouest (Sud-Ouest Borough Hall), located at 815 Rue Bel-Air, serves as the primary administrative and democratic center for one of Montreal's most vibrant and historically industrial territories. Situated near the Lionel-Groulx metro station and the Atwater Market, this facility is the nerve center for the borough, which encompasses diverse neighborhoods such as Saint-Henri, Little Burgundy, Pointe-Saint-Charles, Côte-Saint-Paul, and Ville-Émard. The building, a repurposed structure that reflects the area's industrial heritage, houses both the decision-making bodies of the borough and the frontline services used by residents every day. It is here that the Borough Council meets monthly to vote on local by-laws, budget allocations, and urban development projects, offering a forum for citizens to ask questions and voice concerns about their community.
Accès Montréal Office Services
The ground floor is home to the Bureau Accès Montréal (BAM), which acts as a 'one-stop shop' for municipal interactions. Rather than navigating multiple city departments, residents can visit this counter to handle a wide variety of tasks:
- Financial Transactions: Citizens can pay municipal tax bills, pay parking tickets and other statements of offence, and purchase various municipal products. The counter accepts cash, debit, and credit cards (with specific daily limits).
- Permits and Vignettes: The office issues resident parking vignettes (SRRR) for street parking zones, dog and cat licenses (now mandatory), and the Accès Montréal card, which provides discounts on recreational activities across the island.
- Information and Requests: Staff are trained to answer questions regarding waste collection schedules (including the brown bin food waste program), report potholes or broken streetlights, and guide residents to specialized social housing or community grant programs.
Urban Planning and Development
A critical function housed within the Mairie is the Urban Planning and Business Services direction. Given the Sud-Ouest's rapid gentrification and development-ranging from the preservation of Victorian row houses to the construction of modern condos in Griffintown-the permit counter is a busy hub. The borough utilizes a Comité consultatif d'urbanisme (CCU), or Urban Planning Advisory Committee, which meets privately to review development proposals. They ensure projects comply with the Site Planning and Architectural Integration Programs (PIIA), a set of qualitative criteria designed to protect the architectural heritage of the neighborhoods. Residents planning renovations, exterior changes, or commercial signage must submit their plans here for review before a permit can be issued.
Public Works and Community Support
The Mairie also coordinates the Public Works operations for the sector. This includes the complex logistics of snow removal on the borough's many narrow, one-way streets, as well as the maintenance of parks and public spaces. The administration supports local life by offering grants to non-profit organizations and managing the rental of community halls.
