The Bureau du vérificateur général de la Ville de Montréal (Auditor General of the City of Montreal) is an independent entity dedicated to ensuring the accountability and transparency of the municipal administration. Located at 1550 Metcalfe Street in the heart of downtown, this office operates with complete autonomy from the City's executive bodies, reporting directly to the City Council. The position of Auditor General, originally created in 1866 and strengthened by modern legislation in 1978 and 2001, serves as a critical watchdog for the citizens of Montreal. The Auditor General's mandate covers not only the central city departments but also the boroughs and paramunicipal organizations such as the Société de transport de Montréal (STM) and the Société d'habitation et de développement de Montréal (SHDM).
Audit Services and Mandates
The core function of the Bureau is to conduct rigorous audits to provide an objective assessment of the city's management. These activities include:
- Financial Audits: Verifying the city's annual consolidated financial statements to ensure they fairly represent the municipality's financial position in accordance with accepted accounting principles.
- Performance (Value-for-Money) Audits: Evaluating whether municipal programs and activities are managed with economy, efficiency, and effectiveness. This involves scrutinizing everything from snow removal contracts to IT project management.

Transparency and Reporting
The Auditor General publishes an annual report which is tabled in the City Council and made available to the public. This document highlights findings, deficiencies, and recommendations for improvement. The Bureau also has the authority to investigate complaints regarding the misuse of public funds or assets, although it is distinct from the Inspector General's office which focuses specifically on contract fraud.
