As the primary manager of social housing in the region, the OHL administers a stock of over 3,400 housing units across the agglomeration. Its mission extends beyond property management; it acts as a crucial social safety net, developing and maintaining affordable housing solutions while fostering safe and inclusive communities. The office serves as the central administrative hub where residents can apply for various housing programs and current tenants can access property services.
Housing Programs and Services
The OHL administers several key government programs designed to assist vulnerable populations:
- Low-Rental Housing (HLM): The management of traditional social housing buildings where rent is geared to income (typically 25% of household income). The office handles the rigorous selection and waiting list process for these sought-after units.
- Rent Supplement Program (PSL): A program that subsidizes rent in private market dwellings for eligible tenants, bridging the gap between what they can afford and the market rate.
- Housing Search Assistance (SARL): A specialized service offering guidance and support to households struggling to find affordable housing in the private market, providing lists of available units and advice on tenant rights.
Community and Tenant Support
The organization places a strong emphasis on community intervention. Social workers and community organizers (intervenants de milieu) work directly within the housing complexes to support vulnerable tenants, resolve conflicts, and organize community activities. At the administrative office, tenants can pay their rent, report maintenance issues, or meet with agents to discuss lease modifications.
