Overview
Cour municipale de la Ville de Laval
The Cour municipale de la Ville de Laval, located in the Pont-Viau district at 55 Boulevard des Laurentides, is a court of first instance with jurisdiction over the entire territory of Laval. As one of the busiest municipal courts in Quebec, it plays a pivotal role in maintaining local order and enforcing public regulations. The court primarily adjudicates penal matters, specifically those related to violations of the Highway Safety Code (such as speeding, parking infractions, and stop sign violations) and municipal by-laws (including zoning, noise control, and animal management).
Judicial Functions and Criminal Justice
Unlike smaller municipal courts, the Laval court also has concurrent jurisdiction over certain summary conviction criminal offences under Part XXVII of the Criminal Code of Canada. This includes offences such as simple assault, theft under $5,000, and impaired driving. The court’s judges hear trials, receive pleas, and issue judgments, ensuring a swift administration of justice for less serious criminal matters that do not require the extensive resources of the Superior Court.
Fines and Payment Management
A significant portion of the court’s operations is dedicated to the collection of fines. The Percepteur des amendes (Collector of Fines) is available to assist citizens who are unable to pay the full amount of a judgment immediately. They can negotiate payment agreements (ententes de paiement) or authorize compensatory work (travaux compensatoires) for eligible individuals, preventing further legal consequences like driver’s license suspension or asset seizure. The facility includes a secure payment counter where citizens can settle statements of offence using various payment methods.
Accessibility and Decorum
The courthouse enforces strict rules of decorum. Visitors are expected to dress appropriately and behave respectfully. Electronic devices must be silenced, and security screening is mandatory upon entry. The location is easily accessible via public transit, situated near the Cartier Metro station and major bus routes, reflecting the city’s commitment to making justice accessible to all residents of Île Jésus.
