Facility Purpose and History
The Centre de surveillance de l’immigration de Laval (Laval Immigration Holding Centre) is a federal detention facility managed by the Canada Border Services Agency (CBSA). Originally established in the region in 1996 to address the growing need for immigration enforcement infrastructure, the institution underwent a massive transformation with the inauguration of a new, modern facility in 2022. Unlike correctional centers for criminal offenders, this facility is designed for administrative detention under the Immigration and Refugee Protection Act. It houses foreign nationals who are detained for reasons such as flight risk, inability to establish identity, or danger to the public, pending the resolution of their immigration status or removal from Canada.
Operational Standards and Detainee Rights
The center operates under strict National Immigration Detention Standards, ensuring that detainees are treated with dignity while maintaining the security of the facility. The modern architecture separates living units for men, women, and families to ensure safety and privacy. Detainees have access to:
- Legal Counsel: Private rooms for meetings with lawyers and representatives.
- Medical Services: On-site health services to address immediate physical and mental health needs.
- Consular Access: The right to communicate with consular officials from their country of origin.
- Recreation: Indoor and outdoor recreational spaces designed to reduce the stress of confinement.
The facility is distinct from the criminal justice system; however, it maintains a high-security perimeter. The CBSA officers and contracted security staff are responsible for the daily care and control of the population.
Visitation and Procedures
Visitation is a controlled process at the IHC. Visitors must adhere to rigorous security protocols, including valid government identification checks and security screening similar to airport procedures. The facility emphasizes the maintenance of family ties, but strictly prohibits contraband. Personal electronic devices, cameras, and recording equipment are not permitted inside the secure zones. Lockers are generally provided for personal effects. The center also facilitates detention reviews by the Immigration and Refugee Board (IRB), often conducted via video link to ensure timely legal processing.
