The Établissement de détention Leclerc, located at 400 Montée Saint-François in Laval, serves as a major provincial correctional facility under the administration of the Ministère de la Sécurité publique du Québec. Originally constructed and operated as a federal penitentiary by the Correctional Service of Canada starting in 1961, the facility was closed by the federal government in 2013. It was subsequently acquired by the province and reopened in 2014 to address overcrowding in other provincial jails. Today, it functions primarily as a remand center for individuals awaiting trial and for offenders serving sentences of less than two years minus a day. The institution is unique in its configuration, housing both male and female sectors, which are strictly segregated to ensure safety and compliance with correctional standards.
Security and Operations
As a medium-to-high security facility, the Leclerc institution enforces rigorous operational protocols to maintain order. The facility manages a complex population, including individuals with gang affiliations and those requiring protective custody. Operational procedures include:

Visitation and Rehabilitation
