Federal Parole and Community Supervision
This Correctional Service of Canada (CSC) location at 234 Concession Street functions as an administrative hub for the supervision of offenders living in the community. Often referred to as the Kingston Area Parole Office, this unit is responsible for monitoring federal offenders-those serving sentences of two years or more-who have been released on Day Parole, Full Parole, or Statutory Release. The office is situated within the Cornell Tower commercial complex, providing a discreet and accessible location for offenders to report to their Parole Officers. The primary goal of this office is to balance the rehabilitation of offenders with the paramount need to ensure public safety through active case management and risk assessment.
Case Management and Reporting
Parole Officers working from this location conduct regular interviews with offenders to assess their progress and ensure compliance with release conditions set by the Parole Board of Canada. These conditions may include abstaining from drugs and alcohol, maintaining employment, and avoiding certain associates. The office serves as the central point for urinalysis testing and the processing of travel permits or changes in residence. If an offender breaches their conditions or if their risk level increases, the staff here have the authority to suspend their release and issue a warrant for their apprehension and return to custody.
Community Resources and Programming
In addition to surveillance, the Parole Office connects offenders with vital community resources. Officers work collaboratively with social workers, psychologists, and employment agencies to help offenders address the root causes of their criminal behaviour. This may involve referrals to substance abuse programs, anger management counseling, or Indigenous-specific programming. The office also liaises with local police forces to share intelligence and coordinate the monitoring of high-risk offenders in the Kingston area. While the office is not a residential facility, it is a daily touchpoint for the federal correctional system in the community.
