Digital Transition to OnLand
The Frontenac Land Registry Office (LRO 13) serves as the official custodian of property records for the City of Kingston, the Township of South Frontenac, and the surrounding Frontenac County areas. Historically, this office processed physical deeds, mortgages, and survey plans. However, consistent with the Province of Ontario’s modernization efforts, the land registration system has transitioned to a fully digital platform known as OnLand. This web-based service allows legal professionals, surveyors, and the general public to search title records, view abstract indices, and retrieve instruments without the need to visit a physical counter. The “paperless” initiative ensures the integrity and accessibility of land rights data across the province.
Co-location with ServiceOntario
The physical office located at 1201 Division Street (Kingslake Plaza) functions primarily as a ServiceOntario centre. While the traditional Land Registry counter is closed to the public for in-person title searching, this location offers a comprehensive suite of provincial government services.
- Driver and Vehicle Services: Residents can renew driver’s licences, register vehicles, obtain personalized licence plates, and apply for accessible parking permits.
- Health and Identity: The centre processes Ontario Health Insurance Plan (OHIP) transactions, including card renewals and replacements, as well as Ontario Photo Card applications.
- Outdoor Services: The facility assists with the issuance of hunting and fishing licences and Outdoors Cards for recreational activities.
Jurisdiction and Administration
As a provincial government entity, the office operates under the authority of the Ministry of Public and Business Service Delivery. It maintains the historical records for the region, including the “Old Abstract” books that document the chain of title dating back to the original Crown patents. Although the public interface is now virtual, the administrative function of certifying title and maintaining the Land Titles Act system remains a critical responsibility of the Land Registrar associated with this district.
