Overview
Excellence in Correctional Training
The Correctional Service of Canada (CSC) Regional Staff College in Ontario, located at 443 Union Street, is the premier training facility for federal correctional staff in the region. Situated directly adjacent to the historic Kingston Penitentiary and the Prison for Women site, this institution is dedicated to the professional development of the people who manage Canada’s federal offender population. The college serves as a centralized learning hub, ensuring that correctional officers, parole officers, and program staff are equipped with the legal knowledge, tactical skills, and ethical grounding required for their challenging roles.
Correctional Training Program (CTP)
The primary function of the Staff College is to deliver the Correctional Training Program (CTP). This rigorous induction program is mandatory for all new correctional officer recruits. The curriculum is comprehensive and physically demanding, covering:
- Law and Policy: Detailed instruction on the Corrections and Conditional Release Act (CCRA), human rights obligations, and the legal framework of incarceration.
- Security and Self-Defence: Practical training in dynamic security, use of force models, self-defence techniques, and the deployment of security equipment.
- Crisis Management: Simulation-based learning to prepare recruits for emergency scenarios, including medical first response, fire safety, and conflict de-escalation.
Facilities and Role
The 443 Union Street location provides a campus-like environment with classrooms, fitness facilities, and simulation spaces designed to mimic institutional settings. Beyond initial recruit training, the college also hosts continuous learning workshops and recertification courses for experienced staff. It acts as the intellectual center for the region’s correctional operations, fostering a culture of continuous improvement and professionalism.
Access and Administration
As a government training facility, the Regional Staff College is not open to the general public for tours or casual visits. Access is strictly limited to CSC employees, recruits, and authorized guests. The building’s administration operates during standard business hours to manage course scheduling and logistics. Its location in Kingston, often referred to as the ‘Penitentiary City,’ underscores the deep historical and operational ties between the city and the federal correctional system.
