Minimum Security Federal Institution
Located on Highway 15 northeast of Kingston, this facility is the minimum-security unit of the Joyceville Institution cluster. Historically known as the Pittsburgh Institution before its administrative amalgamation in 2014, it continues to operate as a distinct residential site for low-risk male offenders. Unlike the medium-security unit nearby, the minimum-security sector lacks the imposing high walls and armed towers typical of a penitentiary. Instead, it features a campus-style layout with residential houses, designed to simulate community living standards and encourage personal responsibility. This environment is the final stage of incarceration for many offenders before their release into the community.
Work and Rehabilitation
The primary focus of this institution is the successful reintegration of offenders. Inmates housed here are expected to participate in work programs, which may include maintenance, groundskeeping, or industrial operations. The facility’s open nature allows for a higher degree of movement and interaction, fostering skills necessary for daily life outside prison walls. Offenders have access to educational programs, vocational training, and social programs aimed at addressing the factors that led to their incarceration. The ‘house-style’ living arrangements require residents to cook their own meals and manage their household chores, promoting independence.
Security and Visitation
While classified as minimum security, strict rules and monitoring remain in place. The perimeter is clearly defined, and inmate counts are conducted multiple times a day. Unauthorized departure is a criminal offense. Visitation is encouraged to maintain family ties, which is a key predictor of successful rehabilitation. Visits must be scheduled at least 48 hours in advance, and visitors are subject to security screening, including the use of ion scanners to detect illicit substances. The facility operates with a zero-tolerance policy for contraband to ensure a safe environment for both staff and residents.
