Located on Highway 15 northeast of Kingston, this facility is the minimum-security unit of the Joyceville Institution cluster. Historically known as the Pittsburgh Institution before its administrative amalgamation in 2014, it continues to operate as a distinct residential site for low-risk male offenders. Unlike the medium-security unit nearby, the minimum-security sector lacks the imposing high walls and armed towers typical of a penitentiary. Instead, it features a campus-style layout with residential houses, designed to simulate community living standards and encourage personal responsibility. This environment is the final stage of incarceration for many offenders before their release into the community.

Work and Rehabilitation

The primary focus of this institution is the successful reintegration of offenders. Inmates housed here are expected to participate in work programs, which may include maintenance, groundskeeping, or industrial operations. The facility’s open nature allows for a higher degree of movement and interaction, fostering skills necessary for daily life outside prison walls.
