Urban Development and Planning Services
The Development Planning Division of the City of Cambridge, situated on the third floor of the historic City Hall at 50 Dickson Street, serves as the primary regulatory body for land use and urban development within the municipality. This approval is a prerequisite for most commercial, industrial, and multi-residential developments before a building permit can be issued. The process ensures that a development is functional, safe, and compatible with its surroundings. It involves a detailed assessment of:
- Building Layout and Design: Ensuring the placement and massing of buildings respect zoning standards and urban design guidelines.
- Access and Traffic: Evaluating vehicular and pedestrian access, loading zones, and fire route compliance.
- Servicing and Grading: Reviewing stormwater management, water connections, and site drainage to prevent adverse impacts on neighboring properties.
- Landscaping: Ensuring adequate green space, buffering, and tree preservation.
Applicants are strongly advised to submit a Pre-Consultation Application prior to the formal filing. This step allows the Development Review Committee-comprising city staff and external agencies like the Grand River Conservation Authority-to identify potential issues and outline the specific studies (e.g., Traffic Impact Study, Noise Study) required for a complete application.
Zoning and Committee of Adjustment
The division manages applications for amendments to the Zoning By-law and the Official Plan for projects that do not conform to current land use designations. For minor deviations, such as slight reductions in setback requirements or lot coverage, the office supports the Committee of Adjustment. Residents seeking a ‘Minor Variance’ must file an application here, which is then reviewed at a public hearing. The staff provide guidance on the validity of the variance and its adherence to the four tests of the Planning Act. Additionally, the division handles ‘Consents’ (land severances), allowing for the creation of new lots or lot line adjustments.
Fees and Administration
Processing development applications incurs specific fees, which vary based on the complexity of the project (e.g., Standard vs. Major/Complex Site Plan). The Planning Division accepts payments via several methods to accommodate applicants. For fees under $10,000, secure online payments via Visa or Mastercard are encouraged through the city’s portal (subject to a service fee). Larger payments, or those made in person at the Service Cambridge desk, can be settled using cash, debit, certified cheque, or bank draft. It is important to note that development charges and parkland dedication fees may also apply at the building permit stage, separate from the planning application fees.
Heritage and Environmental Planning
Given Cambridge’s rich history, the Planning Division includes specialized staff for Heritage Planning. They review alterations to properties designated under the Ontario Heritage Act and manage the Heritage Grant Program. Any development within the Heritage Conservation Districts of Galt, Preston, or Hespeler requires a Heritage Permit, processed through this office. Furthermore, the division collaborates with environmental officers to ensure compliance with source water protection regulations and tree management policies, safeguarding the city’s natural assets during the development process.
