Teranet Manitoba is the exclusive service provider for the Government of Manitoba’s land and personal property registration systems. Located in downtown Winnipeg on Graham Avenue, this office acts as the central hub for the Winnipeg Land Titles Office and the Personal Property Registry. While it is a privately operated entity, it fulfills essential statutory functions under provincial legislation. Property owners, legal professionals, and financial institutions rely on this office to register land transfers, mortgages, and survey plans, as well as to record security interests against personal property (liens).
Land Titles Services
The Land Titles division is responsible for maintaining the integrity of Manitoba’s Torrens land registration system. Clients visit this office to submit documents for registration, such as Transfers of Land and Mortgages. The office also houses the Survey Department, which examines and approves plans of subdivision and other survey plans. Public kiosks are available for conducting Title Checks and searching for encumbrances on property titles. While many services are now available online through Land Titles Online, the Winnipeg counter continues to accept paper documents and provide support for complex transactions.
Personal Property Registry
The Personal Property Registry (PPR) is another key service managed at this location. This public registry records financial interests in movable assets, such as cars, boats, and equipment. It is widely used by potential buyers to verify if an item they intend to purchase has a lien against it (e.g., an unpaid car loan). The office facilitates these searches and allows secured parties to register their financing statements. This system is crucial for consumer protection and the security of credit transactions in the province.
Client Services and Payment
The Winnipeg office is designed to serve both the general public and professional clients (lawyers, realtors, financial institutions). Client Service Representatives are available to answer questions regarding forms, fees, and procedures, although they cannot provide legal advice. Frequent users often maintain a Deposit Account for seamless payment of registration and search fees. For casual users, the office accepts various payment methods including credit cards and debit. The facility is located in a professional building connected to the downtown skywalk system, ensuring easy access year-round.
