The Winnipeg Remand Centre (WRC) is a maximum-security provincial correctional facility located in the heart of downtown Winnipeg, directly across from the Law Courts building. Operated by Manitoba Corrections, it serves as the primary intake and pre-trial detention centre for the city and surrounding areas. The facility houses adult male and female accused persons who have been remanded into custody while awaiting court appearances, bail hearings, or trial outcomes. It is not a sentenced facility; rather, it functions as a high-volume holding centre where individuals are detained until their legal status is determined or they are transferred to a long-term correctional institution.
Facility Operations and Security
As a key component of the justice system, the WRC operates 24 hours a day, 365 days a year. The building is a multi-story structure designed with strict security protocols to ensure the safety of staff, inmates, and the public. Security measures include comprehensive video surveillance, controlled movement, and rigorous screening of all persons entering the facility. The centre also includes a specialized Medical Unit to assess and manage the immediate health needs of new intakes, including withdrawal management and mental health stabilization.
Visitation and Public Access
Visitation at the Winnipeg Remand Centre is strictly controlled and non-contact. Visitors speak to inmates through a glass partition using a telephone handset. Appointments are mandatory and must be booked at least 24 hours in advance. The facility enforces a strict dress code; visitors wearing revealing clothing (such as short shorts, tank tops, or sheer fabrics) will be denied entry. All visitors must present valid, government-issued photo identification. Personal belongings, including cellphones, purses, and cameras, are prohibited in the visitation area and must be stored in provided lockers.
Legal Access and Court Connection
Due to its proximity to the Winnipeg Law Courts, the WRC facilitates the movement of accused persons to and from court appearances. The centre is equipped with video conferencing technology to allow for remote court appearances, reducing the need for secure transport and expediting the judicial process. Lawyers have access to designated interview rooms to consult with their clients. The facility plays a pivotal role in the administration of justice, ensuring that accused individuals appear before the court as required while maintaining public safety.
