Overview
City of Winnipeg: Enforcement Services Unit
The Enforcement Services Unit, a branch of the City of Winnipeg’s Planning, Property and Development department, operates out of Fort Garry Place on Fort Street. This office is distinct from the police service, focusing specifically on the regulation of property standards, building codes, and community liveability bylaws. The officers stationed here are responsible for investigating complaints related to the Neighbourhood Liveability By-law, which covers issues such as unsightly properties, derelict buildings, and long grass or excessive garbage that affects the quality of life in residential areas. They ensure that property owners maintain their buildings and yards to a standard that keeps the community safe and welcoming.
Building and Zoning Compliance
A major function of this unit is to enforce compliance with the Winnipeg Building By-law and the Winnipeg Zoning By-law. This involves investigating construction projects that may be proceeding without the necessary permits or that violate zoning regulations (such as illegal secondary suites or improper land use). The officers have the authority to issue orders to comply, stop-work orders, and in severe cases, fines or tickets for non-compliance. They play a critical role in ensuring that renovations and new developments meet safety codes, protecting future occupants and neighbouring properties from hazardous construction practices.
Vacant Building Program
The enforcement team at this location also manages the city’s Vacant Building Program. This initiative is designed to monitor and regulate empty residential and commercial properties to prevent them from becoming blights on the neighbourhood or fire hazards. Owners of vacant buildings are required to register their properties and adhere to strict security and maintenance schedules. The enforcement officers conduct regular inspections of these board-up properties to ensure they are secure against squatters and do not deteriorate further. This proactive approach helps to revitalize neighbourhoods by encouraging the redevelopment or demolition of problematic structures.
Licensing and Public Interaction
While many licensing services have moved to other locations, the 30 Fort Street office remains a hub for the Planning, Property and Development department’s interaction with the public regarding enforcement matters. Citizens who have received a compliance order or a common offence notice regarding their property can contact this office to discuss remediation plans or appeal processes. The unit works closely with other city departments, such as the Fire Paramedic Service and Public Health, to address complex cases involving hoarding or unsanitary living conditions. The office is centrally located downtown, connected to the heated skywalk system, making it accessible year-round.
