Federal Intake and Assessment Facility
The Regional Reception and Assessment Centre (RRAC) serves as the primary point of entry for all male offenders sentenced to federal custody (two years or more) in the Pacific Region (British Columbia and Yukon). Co-located with the Pacific Institution/Regional Treatment Centre complex on King Road, this multi-level security facility is responsible for the initial intake, assessment, and classification of offenders. During their stay, which typically lasts between 60 to 90 days, a comprehensive team of parole officers, psychologists, and security intelligence officers evaluates each offender to determine their security classification and program needs before they are transferred to a long-term parent institution.
Assessment Process
The core function of the RRAC is to ensure the safe placement of offenders within the Correctional Service of Canada (CSC) system. The assessment process includes:
- Security Classification: Determining whether an offender requires maximum, medium, or minimum security based on their risk to public safety and escape risk.
- Program Planning: Identifying correctional programs required to address the factors contributing to the offender’s criminal behaviour, such as substance abuse or violence prevention.
- Health Screening: Immediate physical and mental health assessments upon arrival to address any urgent medical needs or suicide risks.
Operational Environment
As an intake unit, the population at RRAC is transient. The facility operates with strict security protocols to manage the unknown risks associated with new arrivals. It shares a site with the Regional Treatment Centre, which provides psychiatric care to offenders. Visitors should be aware that because offenders are in the assessment phase, access to visits and personal effects may be more restricted compared to regular institutions. The facility plays a critical role in the federal correctional mandate by establishing the foundation for an offender’s rehabilitation plan.
