About Regional Treatment Centre (Pacific)
The Regional Treatment Centre (RTC), co-located with the Pacific Institution in Abbotsford, is a federally operated multi-level security facility. It serves a unique dual role as both a correctional institution and a fully accredited psychiatric hospital. The RTC provides specialized mental health care and rehabilitation services to male offenders from the Pacific Region who suffer from serious psychological disorders or require intensive support.
Clinical Services and Mandate
The centre is staffed by a multidisciplinary team of mental health professionals, including psychiatrists, psychologists, and nurses. Its primary mandate is to stabilize offenders and prepare them for a return to a regular institutional setting or release into the community. Services include:
- Acute Psychiatric Care: Intensive treatment for offenders in crisis or with severe mental illness.
- Psychosocial Rehabilitation: Programs designed to improve daily living skills and social functioning.
- Assessment Unit: Comprehensive evaluation of offenders’ mental health needs upon admission.
Security and Access
As part of the Pacific Institution complex, the RTC maintains high-security standards. The facility comprises living units organized around a central courtyard, ensuring close observation. Access is highly restricted, and the centre operates under the strict regulations of the Corrections and Conditional Release Act. Visitors and family members must follow the standard visitation protocols of the Pacific Institution, including advance booking and rigorous security screening.
