Community Compliance

• Parking Enforcement: This division is responsible for enforcing the City of Barrie’s parking by-laws to ensure safe traffic flow and equitable access to parking. Officers patrol city streets and municipal lots, issuing penalty notices for infractions such as unauthorized overnight parking (particularly during winter maintenance seasons), parking in accessible spaces without a permit, and blocking fire routes.
• Property Standards: Enforcement officers investigate complaints regarding property maintenance to uphold community standards. This includes issues such as long grass and weeds, accumulation of debris or waste, derelict vehicles, and the maintenance of fences and structures, ensuring neighbourhoods remain safe and tidy.
• Noise and Nuisance: The office handles complaints related to excessive noise, including construction noise outside permitted hours, loud music, and other disturbances that affect the quality of life for residents. Officers have the authority to issue warnings or charges under the Noise By-law.

Operational Services

• Animal Control: Enforcement Services manages animal control regulations, including the licensing of dogs and cats. They respond to reports of dogs running at large, bite incidents, and noise complaints regarding barking dogs, working to ensure responsible pet ownership within the city.
• Business Licensing: The division ensures that local businesses, including taxis, restaurants, and tow trucks, operate with valid municipal licences. They conduct inspections to verify compliance with safety regulations and zoning by-laws before and after licences are issued.
• Reporting and Dispute: Residents can file complaints regarding by-law violations through Service Barrie. While penalty notices (tickets) are issued by officers, disputes and payments are typically processed through the city’s administrative penalty system or at City Hall/Service Barrie locations.
