SkilledTradesBC (Formerly ITA)
SkilledTradesBC is the provincial Crown agency responsible for the management, advancement, and regulation of the skilled trades training and apprenticeship system in British Columbia. Headquartered on Granville Avenue in Richmond, this organization plays a pivotal role in the province’s economic infrastructure by ensuring a steady supply of certified and qualified tradespeople. Formerly known as the Industry Training Authority (ITA), the agency was rebranded and given an expanded mandate under the Skilled Trades BC Act to better support apprentices and modernize the trades training ecosystem.
Mandate and Skilled Trades Certification
One of the primary functions of SkilledTradesBC is the administration of the Skilled Trades Certification program. This initiative requires workers in specific mechanical trades to be either a registered apprentice or a certified journeyperson to work in British Columbia. This ensures that work in critical sectors-such as electrical, refrigeration, and automotive service-is performed by individuals who have met rigorous provincial safety and competency standards. The Richmond office serves as the central hub for policy development and compliance monitoring regarding these regulations.
Apprenticeship and Certification Services
The agency provides a comprehensive suite of services for apprentices, sponsors, and trade qualifiers:
- Apprenticeship Registration: SkilledTradesBC manages the official registry of apprentices in the province. Staff assist with registering training agreements between apprentices and their employer sponsors.
- Examinations: The agency oversees the scheduling and administration of certification exams, including the Interprovincial Red Seal exams which allow tradespeople to work across Canada.
- Credential Issuance: Upon successful completion of technical training and work-based hours, SkilledTradesBC issues the Certificate of Qualification and Certificate of Apprenticeship.
- Credential Recognition: The agency evaluates the qualifications of experienced tradespeople from other jurisdictions (Canadian or international) who wish to have their skills recognized in B.C. through the Trade Qualifier program.
Support for Diverse Groups
SkilledTradesBC is actively committed to increasing diversity within the trades. The organization runs and funds specific programs designed to support underrepresented groups, including women, Indigenous peoples, youth, and newcomers to Canada. Through the ‘Youth Train in Trades’ and ‘Youth Work in Trades’ programs, they also collaborate with school districts to allow high school students to begin their apprenticeship training before graduation.

The Richmond headquarters features a customer service counter where individuals can receive in-person assistance with their applications, submit transcripts, pay examination fees, or get guidance on how to navigate the apprenticeship pathway. While many services are available via their online portal, the physical office provides crucial support for complex cases and inquiries.
