Overview
Condominium Authority of Ontario (CAO)
The Condominium Authority of Ontario (CAO) is a specialized administrative authority dedicated to improving condominium living across the province. Established in 2017 under the Condominium Act, 1998, the CAO serves as a central resource for condo owners, directors, and residents. As a designated authority overseen by the Ministry of Public and Business Service Delivery, it aims to support consumer protection and build sustainable condo communities through education, mandatory training, and dispute resolution.
Condominium Authority Tribunal (CAT)
One of the CAO’s most significant functions is the operation of the Condominium Authority Tribunal (CAT), Canada’s first fully online tribunal. The CAT provides a quick, affordable, and accessible way to resolve specific types of condo-related disputes, such as those involving records access, noise, pets, parking, and other compliance issues. The tribunal uses a three-stage process-negotiation, mediation, and adjudication-to help parties reach a resolution without the need for expensive court proceedings.
- Director Training: Providing mandatory online training for all elected condo directors to ensure they understand their legal obligations.
- Public Registry: Maintaining a searchable public database of all condominium corporations in Ontario.
- Dispute Resolution: Offering guided steps and the online tribunal to manage conflicts effectively.
- Information & Guides: offering comprehensive guides on condo living, bylaws, and governance.
Digital-First Service
The CAO operates primarily as a digital-first organization, making its services accessible to Ontarians regardless of their physical location. Through its sophisticated online portal, condo corporations can file returns, directors can complete training, and owners can file disputes. This modern approach ensures that the diverse needs of Ontario’s growing condo population are met efficiently and transparently.
