Residential Reintegration Facility
The Community Correctional Centre (CCC) Carlton Annex is a federal residential facility managed directly by the Correctional Service of Canada (CSC). Located on Gottingen Street, this facility serves as a structured transition point for offenders who have been granted day parole, full parole, or statutory release. Unlike halfway houses managed by non-profit partners (CRFs), CCCs are staffed and operated by federal correctional officers and parole officers. The facility operates 24 hours a day, providing a supervised environment where residents must adhere to strict curfews and conditions while they seek employment, attend programming, and reintegrate into the Halifax community.
Supervision and Support
The primary mandate of the Carlton Annex is to ensure public safety while supporting offender rehabilitation. Services provided on-site include:
- 24/7 Monitoring: Continuous supervision of residents to ensure compliance with release conditions mandated by the Parole Board of Canada.
- Case Management: Parole officers work on-site to monitor progress, conduct risk assessments, and connect residents with community resources.
- Urinalysis Testing: Random and scheduled substance testing to enforce sobriety conditions.
Access to the facility is strictly controlled. It is not a public drop-in centre; visitors must be pre-approved by the case management team and undergo security screening upon arrival.
