Independent Authority
The Office of the Police Complaints Commissioner (OPCC), located in the Joseph Howe Building on Hollis Street, is a civilian, arms-length agency responsible for ensuring that complaints against municipal police in Nova Scotia are handled fairly, efficiently, and transparently. The office does not employ police officers; it is entirely independent of the police services it oversees, such as the Halifax Regional Police. The Commissioner’s mandate is to maintain public confidence in law enforcement by providing a neutral avenue for citizens to voice concerns about officer conduct, ranging from excessive force to neglect of duty. ⚖️📜👮♂️
The Complaint Process
When a citizen files a complaint through this office, the staff ensures it meets the criteria of the Police Act before forwarding it for investigation. While the police department’s own Professional Standards division often conducts the initial investigation, the OPCC acts as a watchdog over the entire process. If a complainant is not satisfied with the outcome of an investigation, the Commissioner has the power to order an independent review by the Police Review Board. This office is critical for accountability, ensuring that police powers are exercised within the bounds of the law and professional ethics. It is important to note that this office oversees municipal police only, not the RCMP.
